Bill Clarke, Founder and President

After establishing the Osprey Foundation in 2003, Bill Clarke retired from a successful career in finance to devote his full time to the foundation in 2007. His work with Mayan communities in the highlands of Guatemala helped shape his passion for the current focus areas in WASH and cleaner cooking solutions in the developing world. Extensive travel in an ever-shrinking world has highlighted his pursuit of another foundation focus: ecumenical and interfaith relations. Personal contact is particularly important to him in developing a close rapport and understanding of grantees and the issues they are working to solve. In addition to his duties as president of the foundation, he serves in an advisory capacity on the Health Advisory Board of the Johns Hopkins Bloomberg School of Public Health, and the Impact Investment Advisory Committee for Ground Up Investing, an arm of Corus International. Bill holds a BS degree in finance from Lehigh University. He proudly drives a Tesla and lives in a LEED Platinum home as part of his commitment to a healthy and sustainable planet.

Louis Boorstin, Managing Director

Louis leads the foundation’s programs on water, sanitation, and hygiene (WASH) and cleaner cooking. In addition to managing a portfolio of grants and impact investments, Louis works to advance these sectors through wide-scale systems change. From 2005 to 2013, Louis founded and led the WASH program at the Bill & Melinda Gates Foundation, building a portfolio of more than $400 million, assembling a cross-disciplinary team, and focusing the program on non-piped sanitation. Prior to that, Louis worked for 15 years at International Finance Corporation of the World Bank Group, where he led the environmental finance team from 1997 to 2004. In that capacity, he built a portfolio of over 30 impact investments, ranging from solar power to clean drinking water, totaling $250 million. Louis currently sits on the boards of IRC International Water and Sanitation Centre and the RICE Institute. Louis holds a BA in economics from Yale University and an MBA and MA (development economics) from Stanford University.
